How to turn photos of documents into a PDF

Updated 4 min read

Quick answer

Photograph each page flat and in good light, add the photos to an images-to-PDF tool in page order, and download one PDF with a page per photo.

Images to PDFFree, no sign-up, and your files never leave your device.

Open the tool

Step by step

  1. Photograph each page from straight above, on a dark surface, in daylight or bright light without shadows.
  2. Open Images to PDF and add the photos. iPhone HEIC photos work too.
  3. Put them in page order with the arrows, choose the page size (A4 suits most letters), then select Create PDF.
  4. Download the PDF.

Tips

  • Fill the frame with the page; less background means a sharper, smaller result.
  • Crop photos first with Crop image if the edges show the table or your fingers.
  • A PDF of photos is pictures of text, so it can’t be searched. Run it through Searchable PDF (OCR) to make the text searchable.

If something goes wrong

The PDF is too big to email.

Shrink the photos first with Compress image or Resize image (about 2,000 pixels wide is plenty for a page), then make the PDF again.

A page is upside down.

Fix that photo with Rotate image, or rotate the page afterwards with Rotate PDF.
